Pay Rate: $45 - $85 per hour (depending on experience)

Job Description:
We are seeking an experienced Organizational Learning and Development (L&D) Specialist to support a large-scale Oracle HCM Cloud implementation for a prominent public sector organization. This fully remote contract role requires a professional with a strong background in Oracle Fusion HCM, Organizational Change Management (OCM), and instructional design to drive user adoption, develop engaging training content, and support organizational change initiatives.
Key Responsibilities:
- Lead the development and execution of the Learning and Enablement Strategy aligned with Oracle HCM Cloud deployment.
- Collaborate with subject matter experts to assess training needs and develop tailored learning outcomes.
- Design, develop, and deliver diverse training materials, including eLearning modules, job aids, user guides, and instructor-led sessions (virtual/in-person as needed).
- Implement a super user program to build internal capacity for ongoing support.
- Coordinate with project teams to align training activities with testing, data migration, and go-live schedules.
- Establish and track success metrics, gather feedback, and continuously improve training programs.
- Manage training content repositories and ensure content is current and aligned with system updates.
- Support stakeholder engagement and manage change communication efforts.
Qualifications:
- Minimum 10 years of experience in Learning & Development and/or Organizational Change Management in large technology implementation projects.
- Proven experience designing and delivering Oracle Fusion HCM Cloud training programs, including role, scope, modules, and audience.
- Hands-on experience creating engaging training materials using tools such as Articulate, Captivate, LMS platforms, etc.
- Knowledge of adult learning principles, instructional design methodologies (e.g., ADDIE), and modern delivery techniques (blended learning, microlearning, virtual facilitation).
- Experience supporting change management initiatives in the public sector or unionized environments is preferred.
- Certification in PROSCI Change Management or equivalent (e.g., ACMP, CCMP) is a plus.
- Excellent stakeholder engagement, communication, and organizational skills.
- Ability to work independently in a remote environment and handle multiple priorities.
Preferred Qualifications:
- Oracle Cloud HCM certifications.
- Experience implementing position management in large organizations.
