The
Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The Senior Manager, Leadership & Organizational Development (L&OD) Programs is responsible for leading the planning, design, and execution of enterprise-wide leadership, learning, and engagement programs that enable AGCO’s strategic and people priorities. This role oversees a team of specialists and program leads to deliver high-impact, scalable solutions that build leadership capability, support talent management, and foster a culture of continuous learning and inclusion. The Senior Manager partners with internal stakeholders across the organization to ensure learning and development efforts are aligned, measurable, and responsive to evolving organizational needs.
The Successful Candidate Will
- Collaborate with the Director, L&OD to interpret strategic and operational priorities from AGCO’s executive leadership and translate them into effective learning and development strategies.
- Demonstrate political acuity by engaging cross-functional stakeholders and external partners to gather relevant inputs for program design and alignment.
- Provide briefings to senior leadership, on program development status, risks, utilization, and alignment with other AGCO initiatives.
- Lead the development of enterprise-wide learning frameworks and leadership development strategies that support AGCO’s transformation, engagement, and talent goals.
- Oversee the implementation and continuous improvement of enterprise learning and people development programs.
- Stay informed of industry trends and best practices in leadership development, learning, and engagement, and provide recommendations to ensure AGCO programs remain relevant and impactful.
- Oversee vendor relationships and related procurement activities to support high-quality program delivery and innovation.
- Serve as the business owner for key systems that support enterprise learning and development programs, including the Learning Management System (LMS) and related tools.
- Lead communication and change management efforts related to L&OD system updates, ensuring stakeholders are kept informed and appropriately trained.
- Oversee the development, implementation and continuous improvement of L&OD program(s) that enable key strategic initiatives
- Act as the subject matter expert, support team members with technical expertise related to error interpretations and provide job feedback, direction, assistance, and information sessions to the staff.
- Motivate, coach, support and develop staff by enhancing their technical knowledge and ability.
- Acts as a subject matter expert in adult learning, leadership development, and organizational engagement strategies.
The Ideal Candidate Will Have
- University degree in Organizational Development, Organizational Psychology, Adult Education, Leadership, Human Resources or equivalent work experience
- Certifications and applied practice in one or more of the following: facilitation, coaching, talent management or leadership development.
- 10 years of broad organizational development experience
- 6 years of management and supervisory experience
- Expert knowledge of OD interventions including individual and team building
- Advance knowledge of organizational design with experience in supporting leaders through transformational initiatives
- Strong knowledge of quality improvement and performance measurement methodologies
- Advanced knowledge of change management principles and methodologies
- Exceptional critical thinking, problem-solving and negotiation skills
- Experienced in managing budgets
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint & Visio)
- Advanced experience in writing reports, policies, people practices
- The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
