JOB PURPOSE:
The L&D Specialist works under the guidance of the Head - Learning & Development to support the development and successful implementation of the Learning and Development Strategy, Programs and Plans for our organization to address all strategic and operational needs across management, behavioral and functional requirements through various delivery approaches including classroom, coaching, online and on the job programmes to ensure prioritized, comprehensive coverage our department and individual needs in a cost effective and fit for purpose manner. This includes the National Development programmes including Career Development Plans (CDPs), internship programmes and related initiatives. Coordinates and drafts the Training Needs Analysis, learning impact & outcome reports, and other management reports.
Assumes responsibility for end-to-end training administration to support achievement of learning outcomes based on the above.
KEY ACCOUNTABILITIES:
- Supports development of the Learning and Development strategy for us by using international best practice models, adapting them to our organization and developing detailed career & succession planning for staff, in particular Qatari nationals, ensuring programs are in line with business objectives and the requests from the executive management team.
- Coordinates the identification of training needs in coordination with Line Managers in respective departments and the execution of skills and gaps analysis and initiating a development action plan to remedy these gaps.
- Coordinates on and documents annual/periodic training plans and programs in coordination with line Departments and all concerned stakeholders/colleagues to create a comprehensive approach on clearly defined L& D needs and to build up a focus group for each training programs through a variety of cost effective, fit for purpose training and coaching solutions; drafts annual budgets to support these plans
- Coordinates the National Development agenda including provision of L&D support to high potential Qatari Nationals and implementation of Career Development Plans (CDPs) for Qatari Nationals Trainees to structure their development and performance in line with identified learning needs as well as other requirements for the role. Takes required actions if there any issues regarding attendance, performance, fit for the role of Trainees.
- Assesses effectiveness and recommends changes required to the development and establishment of training programmes to develop employee’s skills based on organisation strategy and job requirements and reports their relevant progress including impact and outcomes.
QUALIFICATIONS, EXPERIENCE and SKILLS:
- Bachelor’s degree in human resources, business administration, or other related discipline.
- Master’s Degree or relevant L&D related certifications/credentials
- At least 8 years of relevant experience in Learning & Development
- At least 4 years in positions with supervisory responsibilities
- Experience in Learning & Development tools and models, theory and practical experience, content development and delivery, workforce performance improvement and change management.
- Strong background in talent management, workforce improvement, training and development for individuals and organization wide
- Experience and knowledgeable of Qatarization strategies
- Culturally sensitive and experience in the Middle East within an HR function
- Ability to create, develop and deliver training programs
- Excellent communication skills, written and verbal
- Excellent presentation skills
