The London Borough of Harrow is looking for an inspiring and forward‑thinking Learning and Development Manager to champion a vibrant learning culture that helps our people grow, strengthens organisational capability, and supports the Council in delivering on its strategic ambitions. This is an exciting opportunity to shape how learning and development opportunities are experienced across the organisation, ensuring colleagues at every level feel supported, engaged and equipped to succeed.

Reporting to the Director of HR and Organisational Development, you will provide both strategic leadership and hands‑on expertise, leading a specialist L&D team and acting as the Council’s professional lead for learning and development. Working collaboratively across directorates, you will design and deliver high‑quality, inclusive and innovative development solutions spanning leadership, management, apprenticeships, mandatory training and learning technologies. With a strong focus on impact, value for money, and measurable outcomes, you will use insights, data, and strong partnerships to build capability, support positive change, and help shape the future workforce of Harrow.

About You

The Successful candidate will have:-

Significant experience in a senior HR or Learning and Development role, including direct people management.
A proven track record of leading and delivering multiple L&D projects in complex, fast‑changing environments.
Experience using a range of L&D diagnostic and evaluation tools to identify learning needs and shape effective interventions.
Strong interpersonal and influencing skills, with the credibility to engage, negotiate and build trust with stakeholders at all levels.
The ability to operate confidently in uncertainty, demonstrating effective and inclusive leadership behaviours.
In‑depth knowledge of L&D best practice, service delivery models and approaches that ensure value for money and measurable impact.
Practical experience of using psychometric and assessment tools such as 360 feedback, DISC or similar leadership development instruments.
Excellent written, verbal and presentation skills, with the ability to communicate clearly to diverse audiences.
Strong organisational and planning skills, enabling you to manage competing priorities while maintaining a strong customer focus.
Educated to degree level or equivalent, with relevant professional qualifications (e.g. CIPD) and a clear commitment to ongoing professional development.
