Interior Health is hiring a permanent full-time Lead, Learning Development and Technology who is enthusiastic about making a different in healthcare. The location of this role is flexible within the Interior Health region.

The Lead, Learning Development and Technology reports to the Manager, Learning Development and is responsible for providing advice, counsel, and support on a variety of learning and development initiatives within Interior Health (IH). The Lead works with partners to successfully deliver learning projects and is responsible for coordinating and/or leading the design, development, implementation, evaluation, and continuous improvement of learning projects in blended virtual learning environments using a variety of learning modalities.
The Lead will work collaboratively with internal and external partners to make decisions and implement common learning development systems and other technology as needed. This includes the planning, design, implementation, and maintenance of the Online Learning Systems (OLS), online/electronic-based course development processes and other distributed learning educational designs, which affects employee, physician, and student learners throughout IH. The Lead works collaboratively with management, human resources professionals and online course developers regarding training needs analysis, curriculum design, developing, and analyzing clinical and non-clinical learning and online programs, advising on broad corporate training initiatives and advancement of IH learning and leadership development. Leading and collaborating, internally and provincially, on the implementation of common learning and development systems and other technology will be required as needed.
In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

What Will You Work On
- Applies comprehensive knowledge and skill in educational theory, research, technology, and related best practices as well as an understanding of health care disciplines and networking abilities to support and enhance learning and learning system practices.
- Assesses, plans, negotiates, organizes, monitors, and evaluates all related activities on learning projects, including authoring and maintaining project management documents such as project charters, project plans, and status reports.
- Responsible for the ongoing continuous evaluation and measurement of learning, including advancing data driven, evidence-informed, accessible and inclusive, and outcome focused projects/programs.
- Provides quality assurance to clients maintaining compliance to instructional design best practices, quality standards, ethical and legal regulations and organizational policies, practices, and guidelines.
- Drives initiatives in relation to learning strategy, programs, and structure to support business objectives.
- Participates in learning governance across Interior Health and drives validation of eLearning materials with clients and content owners.
- Establishes appropriate Content Management structures and protocols on various platforms (drives, web-based, and learning management systems).
- In collaboration with key partners, determines the learning assets required to deliver appropriate knowledge transfer. Coordinates with appropriate teams to lead the design, development, validation, and implementation of learning assets.
- Develops workflow and reporting systems, including intake and tracking systems for service requests to meet goals and objectives.
- Supports the Manager with coordinating the daily work activities of project teams, including monitoring progress, tracking project timelines, escalating issues and risks, and recommending solutions.
- Supports and facilitates the development of learning standards, curriculum mapping process and templates to meet specific learning needs and fulfill organizational goals and requirements. Works in collaboration with management, learning and development teams, and human resources to support training needs analysis, and the development of curriculum design for learning, developmental and online programs. Leads the development and creation of innovative learning programs and curriculum.
- Fosters creativity and innovation in strategic planning involving learning and training initiatives and in the development of teaching and learning strategies.
- Identifies trends in education and technology, proposes integrations into programs, and supports use by teams.
- Supports system, application and software assessments, enhancements, implementations and/or processes used by specialists within IH to create learning and programs.
- Supports the development of standards and policy for the design and delivery of Online Learning Systems (OLS), including learning and content management systems, and online course registration systems. Provides advice on systems, structures and processes for reporting and prioritization for requests, advisory committees, and databases to facilitate ongoing monitoring, coordination, and collection of the use of data.
- Provides advice and guidance on how to align learning practices, programs, and learning and development systems with the overall human resources goals and objectives of IH and joint ventures/provincial health authority collaborative initiatives.
- Support Functional Discovery involves engaging key leaders in discussions to gather insights, requirements, and perspectives to inform the design and implementation of a system or process.
- Makes recommendations on the development of OLS and new functionality based on input from internal and external partners, including other health authorities. Collaborates with external partners to provide project management leadership for IH and leads joint ventures/provincial collaborative initiatives with respect to technology and to learning and organization development. Promotes and advances the use of online learning technology solutions and course development at IH, and by collaborating and partnering with other health authorities and health services delivery agencies.
- Participates in industry committees and task groups to represent the interests of IH and the province, assess trends and provide recommendations, and to communicate relevant information to the Organization and People Development team.
